Mechanisms of 'Smart Management' in Action: SUSU Explores New Technology of Project Management

 

Today, the project management system, actively implemented at the state level, is gaining popularity in Russia. Project management appears to replace the traditional functional management. Principles of project management are actively implemented both in government institutions and in the spheres of industry and business.

South Ural State University is also keeping up to date. Within the framework of the Competitive Growth Program, the principles and methods of project management are being introduced into the management system of the University; representatives of the University's employee pool are actively mastering project training.

The first pilot team of project managers successfully passed the exam on December 3 to receive the IPMA certificate in the system of voluntary certification of project management specialists (SOVNET-CERT system). On March 20-26, 2017, SUSU Vice-Rector for Strategic Development Andrey Keller and Director of the Project Office Evgeny Belousov joined the team of heads of industrial enterprises and organizations, taking part in the intensive course "Management of Industrial Enterprises and Organizations under Conditions of Instability".

The course was given by leading specialists in the field of project management. Among them were the founder of a new research area "Theory of Active Systems", Academician of the Russian Academy of Natural Sciences, Head of the Department of Control Problems, Moscow Institute of Physics and Technology (MIPT), Doctor of Sciences (Engineering), Professor Vladimir Burkov, Candidate of Sciences (Physics and Mathematics), Director of the School of Management of MIPT, leading specialist of V.A. Trapeznikov Institute of Control Sciences of the RAS in the field of corporate finance, head manager for consulting projects for more than 150 industrial enterprises Oleg Dranko, Doctor of Sciences (Engineering), leading researcher of V.A. Trapeznikov Institute of Control Sciences of the RAS in the field of development and introduction of the methods and models of management of enterprises and organizations Nikolay Korgin, Doctor of Sciences (Engineering), Professor, Head of the Sector of Simulation of V.A. Trapeznikov Institute of Control Sciences of the RAS, specialist in project management for industrial enterprises and corporations Alexander Schepkin, and Candidate of Sciences (Engineering), specialist in the field of development and adoption of corporate business proposals in the design of automated control systems Andrey Shurygin.

The seminar plan included the following courses: System of Program and Target Development Management of Enterprises and Organizations, Mechanisms of Smart Management, Information Technology Development Management of Enterprises and Organizations, and Project Management.

During the course, the attendees familiarized themselves with the methods for increasing the effectiveness of management of the development of enterprises and organizations and technologies for managing corporate financial flows. Particular attention was paid to the consideration of resource allocation mechanisms, incentive mechanisms, cost-effective mechanisms of pricing and taxation. The participants of the seminar gained new theoretical skills in the business games "Resource" and "Stimulation and Competition". Also, in the training process, modern approaches to the management of IT development and the design of corporate architecture were considered in detail.

During the course "Project management", the attendees examined the international and national requirements for the competence of project management specialists (ICB (IPMA) and NTK (SOVNET)), studied the specifics of the system model of project management, and analyzed possible problem areas of project management.

According to the participants of the seminar, the courses gave a systematic view of project management that allowed considering the process of enterprise management in its strategic development, effectively build a team, plan the processes of project implementation, monitor projects, calculate and prevent the risks, find non-standard solutions, and work for results.
