A Meeting on Formation of Industrial Cluster Held at SUSU

On February 1, a meeting on formation of industrial cluster for development and manufacturing of electric drives for transport vehicles was held at South Ural State University. The meeting of parties of the creating cluster was held with participation of representatives of NPO Electromashina AO, Verkhneufaleyskiy Zavod Uralelement AO, Kurganmashzavod AO, Chelyabinsk Tractor Plant – URALTRAC OOO, and other enterprises.

As the result of the meeting under the chairmanship of Deputy Chairman of the Military-Industrial Commission of the Russian Federation, Oleg Bochkaryov, held on December 23 of 2017 on the grounds of South Ural State University, a decision was made to address the issue on formation of a cluster of transport mechanical engineering.

 

Consolidation of enterprises into an industrial cluster will allow fully use the existing potential according to the government’s support of industry, efficiently promote products of the cluster’s parties, and attract investors and technology suppliers.

SUSU possesses a large science-and-technology and human resources potential, which in the frameworks of the created cluster will allow at a high level performing tasks of training and vocational retraining of personnel from the enterprises belonging to the cluster, and tasks of scientific provision of the cluster’s activity, fundamental research and inventions in the sphere of mechanical engineering.

“SUSU moved forward in the field of developing new structures and control algorithms and circuitry. Many of the university’s inventions lay in the basis of real-life projects created by our enterprises. Besides, it was South Ural State University who initiated the meeting,” noted Professor of the SUSU Department of Aircrafts and Automatic Units, Sergey Voronin.

Creation of such cluster will allow involving some of standby objects of industrial and innovative infrastructure into the economic turnover, implementing scientific and educational potential of South Ural State University; will allow industrial enterprises, parties of the cluster, unite their efforts for creating a competitive innovative import substituting products.

“The role of our university at creating such industrial cluster is in the fact that our scientists have many inventions, meanwhile industrial enterprises which should manufacture such products don’t always have the necessary level of development. We would like to combine efforts of SUSU scientists and industrial workers of our region for creating an industrial cluster. Interest to creation of the cluster was expressed not only by our region’s enterprises but also Moscow’s, where our scientists’ inventions are in demand,” said SUSU Administration Advisor Leonid Chepurnov.

Parties of the industrial cluster, registered in the Ministry of Industry and Trade of the Russian Federation, have a right to apply for obtaining a grant for refunding up to 50% of expenditures born during implementation of projects for manufacturing of industrial products within import substitution.

Moderator of the meeting, Deputy Head for Projects and Analytics of the Association of Clusters and Technology Parks Leonid Danilov, told about what the Ministry of Industry and Trade considers to be an industrial cluster, what are the existing measures of governmental support, and how they can be used by industrial enterprises, universities and technology infrastructures of an industrial cluster.

“We can see that the topic of creating such a cluster excites a great interest of the government. In my opinion, the result of today’s meeting is a collegial decision that a certain enterprise from the presented here today sees itself in the project from the position of cooperation and implementation of the government’s support of certain projects. My goal is to provide up-to-date information on the topic of an industrial cluster and share practical experience with specified examples,” said Leonid Danilov.

After that, issues within the frameworks of currently implementing projects were discussed, and the further algorithm of work with participation of SUSU, Government of the Chelyabinsk region and the Center of Cluster Development was determined.
