The grand opening of the Science Days in the Chelyabinsk Region "Scientific Sovereignty − a Vector for the Development of the Region" took place on November 15, 2023. On day one of the forum, participants of the World-class Ural Interregional Research and Education Centre (UIREC) took part in a panel discussion on the role of the centre in ensuring the technological sovereignty; researchers and scientists in the Russian Science Foundation (RSF) School; and representatives of ministries and departments in the presentation of scientific schools of the Chelyabinsk Region.
This year, South Ural State University has delegated the right to act as a venue for the Science Days events to Chelyabinsk State University.
Governor of the Chelyabinsk Region Alexey Texler delivered a welcoming speech:
"The developments that are currently being carried out by our scientific community jointly with Roscosmos can definitely be considered world-class developments. Science primarily means obtaining results, but it is also important to support the process. Today in our region there are 15 dissertation councils in 42 scientific specialties, 118 scientific schools and training programs are developing on the basis of 12 organizations all this is our powerful intellectual core."
Deputy General Director of the Russian Science Foundation Andrei Blinov emphasized that it is for the third year in a row that the Chelyabinsk Region is in the top three positions in terms of funding volumes among the regions participating in regional competitions.
"The work of the World-class Ural Interregional Research and Education Centre received the highest rating, which is reflected, among other things, in the high volume of project funding. The participants of the UIREC have achieved a high level. And the key task is to maintain the pace of project development based on the results of this and next year," says Evgeny Gurariy, Assistant to the Plenipotentiary Representative of the President of the Russian Federation in the Ural Federal District.
As part of the opening ceremony of Science Days in the Chelyabinsk Region, outstanding representatives of the scientific community, the best administrators of scientific schools, were awarded. The following SUSU scientists were awarded for the development of scientific schools in the South Ural region in quantum engineering, food and chemical technologies:
Sergey Podoshvedov, Deputy Head of the Quantum Engineering of Light Laboratory, Senior Researcher of the Laboratory for Quantum Information Processing and Quantum Computing, Professor at the Department of Physics of Nanoscale Systems, Doctor of Sciences (Physics and Mathematics);
Irina Potoroko, Director of the SUSU School of Medical Biology, Head of the Department of Food Technology and Biotechnology, Doctor of Sciences (Engineering), Professor;
Vyacheslav Avdin, Head of the Department of Ecology and Chemical Engineering, Deputy Head of the Laboratory for Studying Environmental Problems in Post-industrial Agglomerations, Director of the Nanotechnology Research and Education Centre, Doctor of Sciences (Chemistry), Professor.
"We have extensive plans for continuing our scientific research. We will help people live not only in Chelyabinsk and the Ural region, but also at the Federation and planetary levels. Now my research team is among five countries in the world that have applied for a BRICS grant to solve the problem of food conservation," said Irina Potoroko.
At the panel discussion on the topic of "The Role of the UIREC in Ensuring the Technological Sovereignty" held as part of the Science Days, the current results of the UIREC work and development prospects were discussed.
"The role of the UIREC in accelerating the existing and launching new projects is very big. We have been closely interacting with enterprises, universities, and scientific institutes for three years now. Today many scientific problems are focused specifically on the problems of enterprises. The UIREC has brought new developments to projects: the assigned tasks are aimed at expanding teams, replenishing working groups with young employees, new laboratories and student design bureaus are being created," notes Igor Manzhurov, Director of the UIREC.
At the discussion, Aleksandr Popov, Head of the SUSU Department of Combustion Engines, presented a project to develop a gas piston engine jointly with Ural Diesel Engine Plant LLC. The project was started in the second half of 2023 as part of the work of the UIREC.
In addition to solving technological problems, the efforts of the UIREC are also concentrated on the educational component. Thus, an educational platform has been created, on the basis of which it is possible to acquire competencies that are “urgently” needed in enterprises. The emergence of such needs may be associated with technical re-equipment and the transition to new forms of interaction. Moreover, in 2023, the UIREC launched a network Master’s degree programme in "Management of Scientific Technological Projects" under the aegis of the Ural Federal University.
